Janet’s new album out in February

Remember that new album Atlantan Janet Jackson is working on here? According to Billboard.com, the follow up to the singer's 2006 "20 Y.O." will be out in February via Island Def Jam.

The trade publication reports that the singer and actress also is prepping for a worldwide tour to coincide with the new disc.

While the "Why Did I Get Married?" star recently hinted on Q100 that her boyfriend Jermaine Dupri will be helping out on the new studio project, the as-yet-unnamed album is being executive produced by Def Jam CEO and former Atlantan Antonio "L.A." Reid.

Billboard reports that Dupri currently is busy working on fellow 1980s hitmaker Mariah Carey's new album, also due early next year.

Explained Dupri in an interview with Billboard earlier this year: "We're going to make it seem like we're in competition to see who's going to have the biggest album of the year."

At presstime Thursday, Buzz was managing to somehow suppress the urge to place a glass and our ear against a wall outside the couple's Atlanta residence so we could accurately report Miss Jackson's response to that.

Judge Endorses Separate N.Y. Arbitration on Adjustments to Historic ...

The adjustment the industry is seeking for 2004, the year which is the subject of the litigation, has been pegged at $1.1 billion.

Though the funds in question stem from 2004 calculations, the issues raised will most likely recur every year, and the 1998 accord requires that the annual payments extend in perpetuity.

Ramos is the first judge in the nation to rule that a state is entitled to its own, separate arbitration on claims that cigarette manufacturers have lost market share because of the obligations imposed by the 1998 settlement.

In the second ruling, Ramos rejected the state's contention that he should decide whether it has carried out its obligation under the 1998 pact to collect payments on cigarettes sold on Indian reservations. Instead, he ruled that issue must be decided as a part of the individual New York state arbitration.

OBE approach suitable for PNG

It is a vehicle to break away from traditional ideas about how we teach our children.
If implemented well in the development of the curriculum, it could change our schools and raise standards in both academic ability and skills competency.
All along, we have placed too much focus on academic competency, and little on the application of cognitive skills which will also serve students well when they leave schools.
At present, the school calendar dictates what a student may do at any moment of any school day. Core subjects are treated superior than the non-core subjects.
We rely on the cognitive (theory) tests and the ability of students are compared and ranked.
With the American OBE approach, time, content and teaching methods are altered to fit the needs of each student and credit is given based on what he accomplishes, not for the time spent in class.

Making baby 'extra special'

Considering the calendar-correction oddity only comes once every four years, Elizabeth defied 1,461 to 1 odds to become the talk of the family. "Every baby is special, but this just makes her extra special," Andrea Thomas said. Elizabeth wasn't supposed to be a Leap Day baby. In fact, she wasn't supposed to be a February baby at all. Her original due date was March 26, but that was later moved up to March 19. Since she was going to miss out on a spring birth anyway, Elizabeth decided to speed things up a bit and take a shot at making Thomas family history. Neither Andrea nor her husband, Bill, have Leap Day births in their families. "Everyone I work with thought it would be a Leap Day baby. They said I was ornery enough to have one," Andrea said. Andrea started having contractions eight days before she gave birth and made two false alarm trips to Fort Madison Community Hospital over the past week.

Haverhill High opens first Teen Center

HAVERHILL — It was hardly the kind of scene you'd expect to see at school.

Music was pounding as teenagers danced. Some played video games on a big-screen television. Others chatted while relaxing on comfortable living room furniture that sat on wall-to-wall carpeting.

The location: a former storage room in the lower level of Haverhill High School.

It is now an after-school teen center offering students creative outlets, help with schoolwork and simply just a place to relax.

Several years in the making, the center is now open to students for several hours each weekday afternoon. It offers homework help, Internet-connected computers, musical instruments — such as an electric piano, a Nintendo video game console connected to a plasma television, a dance floor, comfortable furniture for relaxation and conversation, art supplies for students who like to draw, and a sound system for mixing, recording and playing music.
